What happen to NCER?
Malaysia's vision for the Northern Corridor Economic Region (NCER) involving the states of Perlis, Kedah, Pulau Pinang and Perak under the 9th Malaysia Plan. What happen to NCER today?
Northern Corridor Economic Region (NCER) (Malay: Wilayah Ekonomi Koridor Utara or Korridor Utara) is a new economic development corridor in Malaysia. This programme is a Government initiative to accelerate economic growth and elevate income levels in the north of Peninsular Malaysia - encompassing the states of Perlis, Kedah, Pulau Pinang and the north of Perak. NCER is also one of the three development regions formed in Peninsular Malaysia, other development regions being the Iskandar Malaysia (formerly known as Iskandar Development Region and South Johor Economic Region) and the East Coast Economic Region (ECER) which is for the east coast states - Kelantan, Terengganu and Pahang. The NCER initiative will span from 2007 to the end of the 12th Malaysia Plan period, i.e. 2025. The NCER was launched on 30 July 2007 in Alor Setar, Kedah and on 31 July 2007 in Butterworth, Penang. Both event was launched by its own Chairman which is the Malaysian Prime Minister Datuk Seri Abdullah Ahmad Badawi.
The vision of the NCER is to be a world-class economic region by 2025, where it is amongst the world’s best in a number of its key economic sectors, such as E&E (Electrical and Electronics cluster), agriculture, tourism and biotechnology. Through the provision of a conducive business environment, the NCER will be a destination of choice for foreign and domestic businesses to invest in, while its emphasis on social development, community infrastructure and environmental integrity will make it a place where both Malaysians and foreigners would choose to work, learn, visit and live.
The Northern Corridor Implementation Authortity (NCIA) was established under the Northern Corridor Implementation Authority Act 2008 (Act 687) as the authority responsible for providing direction and for devising policies and strategies in relation to socio-economic development in the Northern Corridor Economic Region (NCER) which encompasses 21 districts in northern Peninsula Malaysia in the states of Kedah, Perak, Perlis and Penang.
Budget allocation
1. Ninth Malaysia Plan
An additional RM 5 billion has been allocated to the project from the currently allocated RM 12.5 billion from the Ninth Malaysia Plan.
2. Tenth Malaysia Plan
RM 13 billion is allocated by the government by the tenth Malaysia plan. Private investment is expected to account RM 30 billion.
There are 5 development areas, namely agriculture, manufacturing, tourism, education & human capital & social development.
Tourism
The Northern Corridor strategies for tourism are as such:
1.The Northern Corridor will be positioned as a premier destination for tourists seeking world-class resorts, spas, and also a destination for long-stay vacations.
2.The Northern Corridor will be touted as the regional medical tourism hub in Asia by providing high-quality services with more affordable specialists.
The main target is to increase average spending per visitor from the current base of RM1,890 to RM3,034 by 2012, and to increase tourist receipts from RM9 billion to RM21 billion over the same period. Simultaneously, due to the focus on medical tourism, it is estimated that annual expenditure on medical tourism will exceed RM350 million by 2012.
Penang state: Penang's Georgetown winning the UNESCO Living Heritage Award, is there any allocation on par with its status like Malacca for heritage conservation? Is there any allocation for cleaning the beaches and rivers in Penang?
Manufacturing
The Northern Corridor will become a high-tech electronics hub of the region, expanding from the currently predominant assemblies and test activities to higher value-added activities.
Penang state: Penang has already an global electronic hub; it is reported that some factory are leaving or closing down or stream down; there are lack of experienced senior electronic engineers. What have NCER done to enhance the capability and retain FDI on Bayan Baru silicon valley?
Education & Human Capital
The Education & Human Capital Development Plan for NCER is very much in line with the aspirations of the 9th Malaysia Plan to put additional emphasis on human capital development to ensure the sustainable success of the country. Students will need to learn, unlearn and relearn so as to be on par with the latest developments happening globally over the student’s lifetime.
Human capital development has proven to be a key ingredient in the overall socio-economic development of nations and is one of the key considerations for investors when selecting potential investment locations.
Penang state: The problem is we are exporting experienced engineers to other countries; we are exporting young talents to other countries. But importing unskilled workers from other countries. Any strategy to improve the imbalanced flow?

8-1-2010 The Northern Corridor Implementation Authority (NCIA) organised an exchange ceremony of Memorandum of Agreements with five government and private organisations at the Prime Minister's Office in Putrajaya for the implementation of human capital development programmes for the Northern Corridor Economic Region (NCER).
The ceremony was witnessed by Prime Minister Dato’ Sri Mohd Najib bin Tun Abdul Razak and Deputy Prime Minister Tan Sri Dato’ Haji Muhyiddin bin Mohd Yassin. The organisations involved were Sime Darby Berhad, Intel Malaysia, Majlis Amanah Rakyat (MARA), Tradewinds Corporation Berhad and Tanjung Rhu Resorts. The organisations were represented by Dato’ Seri Idris Jusoh (Chairman of MARA), Dato’ Seri Ahmad Zubir Murshid (Group Chairman & CEO of Sime Darby Berhad), Mr. Atul Bhargava (Managing Director of Intel Malaysia), Mr. Fong Chan Kin (Chief Financial Officer for Tradewinds Corporation Berhad) and Encik Iskandar Zakaria Melvin (General Manager of Tanjung Rhu Resorts) while NCIA was represented by its Chief Executive, Dato’ Redza Rafiq.
28-12-2009(Bernama) -- (NCIA) appointed Datuk Redza Rafiq Abdul Razak as Chief Executive effective from 1-1-2010 with the contract for 3 years.

9th MP is a big failure for Penang?
9th Malaysian Plan
Ninth Malaysian Plan (Malay: Rancangan Malaysia ke-9) abbreviated as '9MP', is a comprehensive blueprint prepared by the Economic Planning Unit (EPU) of the Prime Minister's Department and the Finance Ministry of Malaysia with approval by the Cabinet of Malaysia to allocate the national budget from the year 2006 to 2010 to all economic sectors in Malaysia.
The blueprint was announced on 31 March 2006, unveiled by the fifth Prime Minister of Malaysia , Datuk Seri Abdullah Ahmad Badawi in Parliament.
The economic development plan was unveiled just at a time Malaysia started to recover from the Asian financial crisis and challenging economic condition as a result from high oil prices. The US-led Iraq invasion in 2003 resulted in hike in oil prices to about US$60/barrel in August 2005, few months before the plan was unveiled. These two factors were mentioned in Prime Minister's speech when tabling the Ninth Malaysia Plan on 31 March 2008 besides SARS, bird flu, earthquake and tsunami
The plan, envisages Malaysia's GDP to grow (in real terms) by 6.0% per annum over the 2006 to 2010 period, and highlights five thrusts for Malaysia to move forward economically. These thrusts are:
1. To move the economy up the value chain
2. To raise the capacity for knowledge and innovation and to nurture a 'first class mentality'
3. To address socio-economic inequalities constructively and productively
4. To improve the standard and sustainability of quality life
5. To strengthen institutional and implementation capacity
Have the 9th Malaysian Plan met its objectives?
Allocation specifically for Penang or critically relevant to Penang state:
RM1 bil for upgrading and extension of KKIA, second low cost hub for Malaysia, Second bridge and monorail for Penang island
RM510 mil for cleaning, preserving and beautifying rivers
RM11.62 mil less for culture
RM 2 billion for double tracking rail projects between Ipoh and Padang Besar and Seremban and Gemas(Mid term review 2008)
The Penang Monorail
The Penang Monorail is a proposed monorail line to be constructed under the Ninth Malaysia Plan and Northern Corridor Economic Region (NCER). It will be located on Penang Island. Two lines will be built, with possible extensions to Province Wellesley in the future. The 37km system is expected to cost RM 1.6 billion. After the mid-term review of the Ninth Malaysia Plan, the project has been postponed indefinitely, which generated mixed reactions from NGOs, and politicians. After the mid-term review of the Ninth Malaysia Plan, which was tabled in Parliament on June 26 2008, the monorail project, along with the Penang Outer Ring Road has been postponed indefinitely.
The Penang Second Bridge
The Penang Second Bridge is a new bridge under construction in Penang, Malaysia. It will connect Batu Kawan on the mainland Seberang Perai and Batu Maung on Penang Island. It will be the second bridge to link the island to the mainland after Penang Bridge. The total length of the RM 3 billion bridge is 24 km (15 miles) and will become the longest bridge in Malaysia and Southeast Asia. China Harbour Engineering Co Ltd (CHEC) expected to start work on the second Penang bridge in November 2007 for completion in 2011, but it was then postponed for completion in May 2012, as the construction started late in November 2008, due to the unreasonable demand from UEM which caused the large delay. To reduce the cost of construction, its design was then modified to resemble the first Penang Bridge. The bridge will be built with a large loan from the People's Republic of China.
On July 2008, Jelutong MP Jeff Ooi reported that the loan for the bridge risked being withdrawn if the shareholder agreement between UEM Builders Bhd and its joint-venture partner China Harbour Engineering Co Ltd was not inked by August 2008. It has been reported that there have been disagreements between the two parties on the apportionment of the cost of building the bridge although the issue should be resolved soon due to UEM having a variation on the price on its portion.
On 8 November 2008, the construction of the Penang Second Bridge by China Harbour Engineering Company (CHEC) finally commenced.

How many of the project have completed in Penang ; 2nd bridge is still at early stage; monorail project had postponed, there are still rivers uncleaned; heritage conservation still in doubtful state; double rail project at early stage.... How about other allocation for the federal ministries to be used in Penang? have they been expended for the specific areas?...
The monorail project, along with the Penang Outer Ring Road has been postponed indefinitely. What happen to the allocation for Penang, will the fund allocated to Penang, still be used for other projects in Penang?
I hope there will be another NGO,like Penang Watch; which will monitor on the budget allocation to Penang, that the fund have been allocated and used for the specific purpose, and each allocation is accounted for.
What the Chief Minister of Penang have to say:
4th September 2009 - Chief Minister Lim Guan Eng is gravely concerned because only 24% of the projects given to Penang under the 9th Malaysian Plan is completed on time.
Penangites contributed app. RM20B to the Federal Government in the five-year period of the 9th MP. Penang gets only RM7.6B and yet, RM5.8B of the projects are incomplete.
CM Lim also rebutted Gerakan Teng Hock Nan's claim that Penang is approved for a total of RM15.4B in projects. Yet, the second finance minister only gave a figure which is half of Teng's claim.
So how about allocation for MP? Is there any MP allocation in 9th Malaysian Plan for MPs(ruling party and opposition parties)?

MP Allocation
Allamah, politic is still money; without money there is no politic. No money no talk, what the old people said is right... No allocation for MP, how you expect them to work?
But the issue of MP allocation is not that straight forward; there were budget for national development. There must be annual budget for MP allocation in federal government budget. The ruling party MP received allocation, then what happen to MP allocation to opposition MPs?
Something is not proper; no allocation from the federal government budget for opposition MPs? This is no longer a state issue, or personal issue; it is a national issue. Why no allocation for opposition MPs, they are appointed under constitution after the election by the people...this is the question we need to ask?. Why? is it any legal ground to prohibit or block allocation to opposition MPs?
Recently MP from Nibong Tebal hit out at the Penang state government for not having allocation from the state government to Pakatan Rakyat MPs. The deputy Chief Minister Prof Ramasamy was worried about the MACC, as there was no allocation from the state for MPs, even DAP MPs. So what is actually happen? legally.....
Who will give financial allocation for MPs? state or federal government, irrespective of the parties, ruling or opposition?
From the democracy point of view; the federal government after forming the federal government, it is the government for the people and the nation. This is regardless of supporters of opposition or ruling parties. Politic games is over after formation of the federal government. As an ordinary citizen, I wonder can a federal government block any allocation to the MPs or parliament constituency represented by opposition. Allocation must be fair for each MPs. There must be an annual budget for MP allocation from federal treasury.
Now the issue is, can the MP asked for state allocation; did the state legally allow to give allocation to MPs in their state?
I hope constitution lawyer should highlight to us the actual legal background on MP allocation, who should give the allocation? the federal or the state?. Do not expect the opposition to work without allocation, that is against the principle of democracy. If this is allow, can the state tax and zakat from Penang, be allocated to give their MP the allocation?
Taxpayers have a right to know the actual amount of MP allocation and whether there is sharing of the funds among state constituencies within the same parliamentary constituency. The Taxpayer has the right to know how the allocation is used. The KPI of the MPs should included the disclosure of their MP allocation. I wonder did Tan Sri Koh Tsu Koon included that KPI for the MPs? to disclosure their usage of MP allocation. The MP allocation should be used for the people, the project benefit the people; if any allocation use for politic purpose, it is misuse of the fund, an act of corruption. A yearly account of the MP allocation should be disclosed to the public, for the people that voted him to check his performance and accountability. May be there should be an independent statutory audit for MP allocation annually....ya,I remember one YB give to unregistered association..? is there any guideline for distribution of allocation?. May be public hearing like SELCAT should include in KPI assessment by every states.
SELCAT Public Hearing
The first Public Hearing by the Select Committee on Competency, Accountability & Transparency (SELCAT) of the Selangor State Legislative Assembly is being conducted from March 23rd - 31st 2009.
Among the issues that will be investigated and heard in this session is the conduct of BALKIS (Wives of Selangor Assemblymen and MPs Welfare and Charity Organisation) and other cases of mismanagement of funds. Notable witnesses that have been summoned to appear before the committee are the former MB, Dato' Seri Dr. Mohamed Khir Bin Toyo; his wife as President of BALKIS, Datin Seri Zahrah Kechik; and other state officials.

Where are my MP grant and how are they spent?
Annoyed MP for Kuching, Chong Chieng Jen asked this afternoon in a press conference. Chong who has no idea where his MP annual grant went to since 2004 until 2007 wrote to the Sarawak State Development office, Implementation coordination unit, Prime Minister department demanding answers within a month or he will take a much more drastic actions. Saying that his MP fund under Special Development Fund for the year 2008 was a classical case of abuse, Chong said he managed to get the list of where his money was spend last year and most of them was not used for Bandar Kuching but elsewhere.(http://sarawakupdate.com.my/blog/2009/09/04/where-are-my-mp-grant)
No allocation from the state
Outspoken Nibong Tebal MP Tan Tee Beng told the Star on 1-2-2010;
“In Penang, PKR is like an opposition party. We MPs have no allocation and the state is not helping us at all.
“In Selangor, the ruling party is PKR but all Pakatan MPs get a RM100,000 allocation for their constituency and RM50,000 for office expenses from the state government. In Penang, nothing ... zero,” Tan told a press conference yesterday.
He claimed that all seven DAP MPs, excluding Bukit Gelugor MP Karpal Singh who has his own funds as national chairman, received some forms of allocation from the state by being in charge of the state’s education funds, having access to the facilities of the Chief Minister’s office or for holding state executive posts.

Several PKR lawmakers are rallying behind their Nibong Tebal colleague Tan Tee Beng who has hit out at the Penang Government for not giving financial assistance to Pakatan Rakyat MPs.
Kelana Jaya MP Loh Gwo-Burne said the Penang Government should emulate governments in Selangor and Kelantan and provide allocations.
“I know how difficult it is to serve the constituency without financial support. The Federal Government does not channel parliamentary constituency funds to Pakatan MPs.
“We only breathed easy last year after the Selangor Government provided an annual allocation of RM150,000 to each Pakatan MP,” he said.
“Penang should not give the excuse that it is only getting a small budget from the Federal Government.
“Kelantan is getting even less from the Federal Government, yet the state government can still take care of the Pakatan Rakyat MPs’ needs,” said Loh.
State not allowed to give MP allocation

In response, the Penang state government stated that it is not allowed to give any allocation to Members of Parliament (MPs) and if it does so, it would be in trouble with the Malaysian Anti-Corruption Commission (MACC). Deputy Chief Minister II (DCM II) Dr P. Ramasamy said the state only gives allocations to assemblymen. “I receive an allocation from the state in my capacity as DCM II and as Prai assemblyman, but no allocation is given to me as Batu Kawan MP.”
It is time to have shadow cabinet recognize?, it is time to have allocation for the opposition? it is time to have their MP allocation?....
The video show that there are needy people around the state; the CAT has no money, they are waiting for fund, it just did not come. Are they more needy than the MP?
I am really fed up of the politic, and politician. They make up all the fuss in the country. What is the point of election, sometime I ask myself. Good man does not enter politic, so look at the elected representative, is the quality of their soft skills lacking? No coordination, no communication even within the party and coalition. Not only that they are selfish, they are greedy, they misuse the allocation, they.....alah, it is too long to continue... the needy people are lack of allocation, not only MP....even MP has received allocation, the allocation don't reach the needy people, these people are still waiting, much much longer than the MP....so what is the fuss? YB?...
I feel like not listening to them(politician) anymore....But looking back, there are still some good politician...may be tomorrow I am going to stop reading any Malaysian news.... it will be more peaceful. Fed up.

The MP allocation should be used for the people, the project benefit the people; if any allocation use for politic purpose, it is misuse of the fund, an act of corruption. A yearly account of the MP allocation should be disclosed to the public, for the people that voted him to check his performance and accountability. May be there should be an independent statutory audit for MP allocation annually....ya,I remember one YB give to unregistered association..? is there any guideline for distribution of allocation?. May be public hearing like SELCAT should include in KPI assessment by every states.
SELCAT Public Hearing
The first Public Hearing by the Select Committee on Competency, Accountability & Transparency (SELCAT) of the Selangor State Legislative Assembly is being conducted from March 23rd - 31st 2009.
Among the issues that will be investigated and heard in this session is the conduct of BALKIS (Wives of Selangor Assemblymen and MPs Welfare and Charity Organisation) and other cases of mismanagement of funds. Notable witnesses that have been summoned to appear before the committee are the former MB, Dato' Seri Dr. Mohamed Khir Bin Toyo; his wife as President of BALKIS, Datin Seri Zahrah Kechik; and other state officials.

Where are my MP grant and how are they spent?
Annoyed MP for Kuching, Chong Chieng Jen asked this afternoon in a press conference. Chong who has no idea where his MP annual grant went to since 2004 until 2007 wrote to the Sarawak State Development office, Implementation coordination unit, Prime Minister department demanding answers within a month or he will take a much more drastic actions. Saying that his MP fund under Special Development Fund for the year 2008 was a classical case of abuse, Chong said he managed to get the list of where his money was spend last year and most of them was not used for Bandar Kuching but elsewhere.(http://sarawakupdate.com.my/blog/2009/09/04/where-are-my-mp-grant)
No allocation from the state
Outspoken Nibong Tebal MP Tan Tee Beng told the Star on 1-2-2010;
“In Penang, PKR is like an opposition party. We MPs have no allocation and the state is not helping us at all.
“In Selangor, the ruling party is PKR but all Pakatan MPs get a RM100,000 allocation for their constituency and RM50,000 for office expenses from the state government. In Penang, nothing ... zero,” Tan told a press conference yesterday.
He claimed that all seven DAP MPs, excluding Bukit Gelugor MP Karpal Singh who has his own funds as national chairman, received some forms of allocation from the state by being in charge of the state’s education funds, having access to the facilities of the Chief Minister’s office or for holding state executive posts.

Several PKR lawmakers are rallying behind their Nibong Tebal colleague Tan Tee Beng who has hit out at the Penang Government for not giving financial assistance to Pakatan Rakyat MPs.
Kelana Jaya MP Loh Gwo-Burne said the Penang Government should emulate governments in Selangor and Kelantan and provide allocations.
“I know how difficult it is to serve the constituency without financial support. The Federal Government does not channel parliamentary constituency funds to Pakatan MPs.
“We only breathed easy last year after the Selangor Government provided an annual allocation of RM150,000 to each Pakatan MP,” he said.
“Penang should not give the excuse that it is only getting a small budget from the Federal Government.
“Kelantan is getting even less from the Federal Government, yet the state government can still take care of the Pakatan Rakyat MPs’ needs,” said Loh.

In response, the Penang state government stated that it is not allowed to give any allocation to Members of Parliament (MPs) and if it does so, it would be in trouble with the Malaysian Anti-Corruption Commission (MACC). Deputy Chief Minister II (DCM II) Dr P. Ramasamy said the state only gives allocations to assemblymen. “I receive an allocation from the state in my capacity as DCM II and as Prai assemblyman, but no allocation is given to me as Batu Kawan MP.”
It is time to have shadow cabinet recognize?, it is time to have allocation for the opposition? it is time to have their MP allocation?....
The video show that there are needy people around the state; the CAT has no money, they are waiting for fund, it just did not come. Are they more needy than the MP?
I am really fed up of the politic, and politician. They make up all the fuss in the country. What is the point of election, sometime I ask myself. Good man does not enter politic, so look at the elected representative, is the quality of their soft skills lacking? No coordination, no communication even within the party and coalition. Not only that they are selfish, they are greedy, they misuse the allocation, they.....alah, it is too long to continue... the needy people are lack of allocation, not only MP....even MP has received allocation, the allocation don't reach the needy people, these people are still waiting, much much longer than the MP....so what is the fuss? YB?...
I feel like not listening to them(politician) anymore....But looking back, there are still some good politician...may be tomorrow I am going to stop reading any Malaysian news.... it will be more peaceful. Fed up.

Water Pollution in Penang
Golden Sand become Black Coal Sand...due to the pollution of the river going down stream...
Sungai Emas become Oil River, Sungai Minyak.... the curry oil from the Nasi Kandar restaurant nearby,and even the immigrant workers; the motor oil from the workshop; the rubbish and garbage from our own Penang lang .....as reported by a local newspaper.
I still remember Golden Sand Beach Hotel, the Hotel Rasa Sayang, Hotel Casuarina; that is the Hard Rock Hotel of our days, in the seventies. During the time, there were not many hotels, especially 5 stars hotel with swimming pool. The Penang Chinese Swimming Club and Penang Swimming Club need membership, the swimming pool of the hotel is in the open, some time we students may be able to swim without the notice of the hotel staff....
Batu Ferringhi (Foreigner's Rock) is a strip of beaches on the northern coast of Penang, Malaysia. Along this famous beach area, there are numerous large hotels, restaurants, transport rental services, and souvenir stores. Batu Ferringhi are located adjacent to Teluk Bahang and Tanjung Bungah. This is the tourist belt of Penang.
For tourists, Batu Ferringgi features hotels such as Golden Sands Resort, Grand Plaza Parkroyal Penang and Shangri-La Resorts. It is also famous for its Night Market.
In the seventy, there was no night market; we can camped at the beach from Batu Ferringhi to Teluk Pahang(no hotel then, the first Malaysian Scout Jamboree was held there in late sixties). Oooo, that was my old Penang; my Batu Ferringgi... camping days...the beaches are clean and white and really golden.
Concerns about Penang beaches: Past comments but still valid
State Tourism Development Committee chairman Teng Chang Yeow said he was informed of the matter by the management of Malaysia Airlines. "The number of tourists from these regions has been steadily declining over the past decade" and "Tourists come to the state for the surf and sand but they usually return home disappointed. We are even losing out domestically to Pangkor and Langkawi" "Rivers will be cleaned up and illegal outlets draining sewage into the sea will be connected to a treatment plant by 2009."
Association of Tourist Attractions Penang (ATAP) chairman Eddy Low said "We strongly discourage food courts or stalls being set up or built near the sea to prevent the dumping of rubbish into the sea and around the area. " He said there should also be a massive plan for a central sewerage system so that waste would not go to the sea. There is also a need to protect the outer islands such as Pulau Jerejak, Pulau Rimau and Pulau Aman. "It is important for us to maintain these islands which are still pristine and untouched by pollution."
I need to ask the CAT, who are going to clean our river and beaches?....the YB in charge of tourism, the CAT in charge of environment; where are they?....How did you allow the problem to prolong.....as this should be treated as problem of urgency for Penang. But thanks to YB Teh Yee Cheu of Tanjong Bunga, who are with the reporter to highlight the pollution problem in Batu Ferringhi. We hope that the CAT state government will give him the support to clean Batu Ferringhi.
Then what are the federal government department doing? DOE and DID.....conflict of role ah? any federal fund for cleaning the rivers?
There is no time for politic play play lah; it is a national issue; federal or state,it is your duty for Penang. Penang need federal fund to be allotted for cleaning our rivers, we need to make our rivers and our beaches clean again..... If politician still play politic, even you are outside Penang, gua poh Penang lang know what to do in next election, voted against them.... hey, you pay tax to finance the government, to work for people, not to play politic.
If you are concern of river pollution, join Water Watch Penang. We appreciated some CAT are doing active role in the cleaning of the river, but the focus need to be on the urgency of rivers that flow to the beaches.... as the tourism is state revenue source... it should be of prime urgency. The publicity of the state as tourism destination may be affected.
Penanglang, talk talk useless; do you allow the river to be polluted in front of your eyes; the resident association can initiated to adopt a river near the area, and initiated an education program to residents(especially immigrant workers) around the rivers, watch out for any act of pollution and report it to DOE or state authority. Penang lang need to take care of Penang, as this is our home. Avoid throwing rubbish and pouring dirty oily water into the river.
Love our river, start with ourselves; love Penang river, means love Penang. Anyone pollute the river is the enemy of Penang. Please report them to the authority. I wonder if any pollution of river by immigrant workers, can be considered an act of disrespect to the nation, and legally can be sent home?...

Nasir Safar debacle
According to a source who attended the meeting, Nasir Safar had ruffled feathers when he labeled the Indians and Chinese in this country as 'pendatang' or immigrants on 2-2-2010.

The seminar was organized by Jasa, the Information Ministry's special affairs division. The members of MIC and MCA, NGOs were attending. His job was to explain to the audience on the One Malaysian Concept to the government supporters and NGOs.
He represented the Prime Minister to brief to the people in Malacca about One Malaysian concept. The way he addressed and comment on the role of the minority community and his remarks was totally unwanted and racist in nature. It failed to make the audience to understand whether he is he talking about One Malaysian or One Malay Concept?,just like a BAT which is using her ultrasonic senses to test the water and seeing the direction, but he is transparent not like the CAT in Penang, where transparent means disclosure without hiding the fact; but this is transparent to disclose the hidden agenda? what actually transpired in the concept that we do no know?.... I wonder and doubtful, and it was a total communication failure in the campaign by the Prime Minister Department. What will the comment deliver or communicate to Malaysian about the One Malaysian Concept?....
Some NGO supported him and said he was mis-constructed; to an official from politically high ranking Prime Minister, and at the seminar to brief the people on the concept introduced by his political boss, the Prime Minister. Moreover at the time of sensitive period where racial sentiment are high. He should be very sensitive and careful for what he intend to deliver. No excuse ..... a sensible person will not give comments on that, at the wrong place, at the wrong time, and wrong concept of One Malaysian. Ironically, some NGO supported him, the intention is clear. Not only communication failure, but political failure....and a failure in publicity and created negative publicity on One Malaysian Concept.
This type of incident is not new, this started long time ago, but the people were not standing up to voice out, due to the teaching of tolerance, and considered sensitive to voice it,prefer to keep silence. In university, in college(on Malaysian Study), in school(on moral education), ........and in History text book... there are abuses of constitutional right of minority. There are many BAT around due to our fear, and tolerances to their act, some are highly organized and structured, planned. They are in the community, we have heard the voice, we have been hurt many times..... May be, a hidden agenda not disclosed....but accidentally disclosed by the officer in the seminar....(note: I still remember an incident happen in the past in Penang, where one reporter was retained, still remember...).
We need to know his political background....to understand his platform.

"He was saying that the Indians and Chinese came here as immigrants and are now enjoying life in this country. The early Indian immigrants who come to Malaya were beggars.
"He also remarked that the Chinese, especially the women, come here to 'jual tubuh' (flesh trade)," added the source who requested anonymity.
He claimed that Nasir also credited Umno for being solely responsible in drafting the constitution, "sidelining the contribution of the other parties in the Alliance back then."

Nasir Safar, special officer to Malaysian Prime Minister Najib Tun Razak, will tender his resignation over alleged racial remarks made during a seminar in Malacca, authorities said.
A statement from the Prime Minister's Office Tuesday said the remarks allegedly made by Safar did not in any way reflect the views of the prime minister.

The racist re-marks made by Datuk Nasir Safar have hurt the feelings of the non-Malays, in particular the Chinese and Indians, MCA president Datuk Seri Ong Tee Keat said.
He said his remarks with regard to the citizenship of non-Malays provoked sensitivities and encroached on the constitutional guarantee for all Malaysian citizens. Ti said in a statement that action should be taken against anybody irrespective of rank or status when they uttered racist or seditious remarks.

The citizenship of non-Malays in the country should never be questioned, said former prime minister Tun Dr Mahathir Mohamad.
He said there was a provision in the Federal Constitution stating that while Malays were the indigenous people, non-Malays had their right to citizenship.
“That should not be questioned. We cannot banish our citizens now. The Constitution provides that you cannot take away citizenship,” he told reporters after opening the Malaysian Liver Foundation building at Ara Damansara here on Wednesday.
He said the remarks were totally inconsistent with the 1Malaysia concept espoused by Prime Minister Datuk Seri Najib Tun Razak.
“Many of us are saddened and outraged by the statement. It reeks of racism, is highly inconsiderate and totally unacceptable".

The fate befalling the Prime Minister’s former special officer Datuk Nasir Safar should be a lesson for all to be more racially sensitive in future, said Prime Minister Datuk Seri Najib Tun Razak.
He gave the advice following Nasir’s resignation on Wednesday evening following his alleged racist remarks at a Rapat 1Malaysia seminar in Malacca on Tuesday.
Najib said the citizenship of every Malaysian should not be questioned by anyone as it is a right enshrined in the Federal Constitution.
He added that Nasir had apologised and accepted responsibility for his statements.

Tun Tan Siew Sin and Tun VT Sambanthan were recognized as one of the founding fathers of modern day Malaysia, along with Tunku Abdul Rahman. I wonder Tunku, Tun Tan Cheng Lock, and Tun Sambanthan will jump out from their graves if they hear the comment by Nasir, telling Nasir to re-read the history book, and that he is wrong.....
We the ordinary citizen are mad and angry on the issue; it is racist and political; not acceptable and need a public apology to all Malaysian citizen, the silence majority who are not with any political parties. The politician are playing the sentiment again....
The police should act fast this time....as he is a bold BAT(Bad and Terrible).....

Attack on the C.A.T.- Chief Minister of Penang(LGE)
Ai-yo-yo, it sound like somebody who stay in Shell River some time ago...
Recently there is one big R.A.T., trying to attack the Chief Minister of Penang, the big C.A.T. for nothing. Our big CAT must wonder this small fat rat, where did he obtain his gut. Who is behind his bold accusation. Is it the emotional out- pour for not getting the left over of the CAT owner, or the RAT has waited too long without any peanut for her?
A rat challenge a CAT?....A CAT need just to open her mouth.....ammmmm...the CAT decided not to do it, after all she is only a fat big rat, hungry for food....
The big fat RAT should know that the CAT is not rich, and her owner is very stingy, not giving her enough food, no wonder she is so thin, and lack of sleep. May be the thin CAT need to work extra hard to obtain sufficient food for her and her kitty. I am sure the table will be clean after breakfast , lunch and dinner. There was not even any left for the hungry fat rat.
No wonder the RAT yell, no wonder the RAT shout.....she has been waiting for too long, and yet not even peanut she get.
Her family is in a mess; her siblings start to explore for all possibilities to leave the place. The big fat RAT is thinking, I better act fast before others leave, let the other owners of neighboring houses noticed me..... she forgot she is not a C.A.T. but a R.A.T.....no house owner will notice a RAT, but they will notice a CAT, especially a good CAT.
So let the RAT know , a RAT is not a CAT, she always need to wait and hide in the dark;no body will like to notice a RAT.
If the RAT try to be egoistic, and show off his big fat body; it is dangerous sign; it will attract the wrong attention. The DOG will come....
Unless, unless; a death sentence has been declared; a CAT start to catch a mouse or a rat. And the owner start to remove the rat from the house. Then only the rat realized she is only a rat, she cannot be a CAT.
It will be too late for the RAT....
Remember if you are a RAT, no body want you.
The voters want a clean CAT, a hard working CAT.....regardless of a white CAT or black CAT, if it is good CAT; we will vote for her in the next election.
Otherwise, your poster need to be silently taken down after election like a RAT in darkness....no body know that you are a RAT or YB.
Ha, ha , ha ; better dun talk now. Remember the RAT's name, Penang Watch remember the name and the sound the RAT make, remember for us until next election.
Most voters are easily forgetful or soft hearted; the RAT will change her behavior and insist she did not say that. Or she may change her colour...
But remember, a RAT is a rat; it can never be a CAT.
Throw them out in the next election, vote for a GOOD CAT, even she is a poor cat.....
Be tan liau, ha mi pun bo; dhang bo chiat..... kang khor....
